Federal External Control Auditor of the Federal Court of Accounts (TCU) since 1994, currently serving as Minister's Advisor. PhD in Administration from the University of Brasília (2014) and a master's degree in the area from the Federal University of Bahia (2002). Graduated in Mechanical-Aeronautical Engineering from Instituto Tecnológico de Aeronáutica (1982) and in Law from University of Brasília (2005). He is certified as a Quality Engineer by the American Society for Quality (1988). He worked as an engineer in the private sector: at Pratt and Whitney Aicraft of Canada (Montreal, Canada); at the Brazilian Aeronautical Company S. A. (Embraer); and at Avibras Indústria Aeroespacial S. A. He served as instructor at the Serzedello Corrêa Institute in several courses in the auditing fielda. At TCU, he also served as: Project Manager for Professional Development in Auditing; Secretary of External Control in São Paulo; Advisor and Chief of Staff to the Minister; Chief of Staff of Vice-President Minister; General Coordinator of External Control of the National Development Area and the Northern Region; General Coordinator for External Control of Efficiency and Public Transparency at the Strategic Control Center of the General Secretariat for External Control; and Director. In this last role, he worked in the following units: Secretariat for External Control in Bahia; Deputy Inspection Secretariat; Resources Secretariat; and Secretariat for Supervision and Evaluation of Government Programs.
