Academic coordinator of the Postgraduate Course in Public Administration - CIPAD, from FGV. Researcher and member of the coordination of the Tax Studies Program at FGV EBAPE, and researcher at the Applied Research Center in Accounting and Analytics at FGV EBAPE. Professor of the permanent staff of the Brazilian School of Public and Business Administration (since 1972) and collaborating professor of the School of Law of Getulio Vargas Foundation - RJ (since 2005). PhD in Management from the Higher Institute of Labor and Business Sciences (Portugal), Master in Public Administration from the University of Southern California (USA) and Administrator from the Brazilian School of Public and Business Administration at Getulio Vargas Foundation (FGV EBAPE). He is a member of the following institutions: Scientific Council of the Public Administration and Employment Magazine (Portugal); Brazilian Academy of Management Science (ABCA); General Assembly of Getulio Vargas Foundation; General Assembly of the National Association of Graduate Studies and Research in Administration - ANPAD. Member of the Editorial Committee of the International Public Management Journal (from 2005 to 2011) and of the International Public Management Review (from 2011). He was Director of FGV EBAPE (from 1992 to 1999) and first president of ANPAD (from 1977 to 1978) and of the Advisory Committee for the Administration area of ​​CAPES / MEC (in 1978). Member of the Board of Management, International Association of Schools and Institutes of Administration IASIA. (1995 to 1998). Collaborating professor at the National Institute of Administration (INA), Portugal (from 1983 to 2009). He performed management functions in the Federal Government in the areas of Culture and Social Assistance (from 1980 to 1990). Professor Emeritus of the Brazilian Army Command and Staff School. From 2001 to 2016, he participated in the coordination of several technical consultancy projects developed by FGV for organizations of the Judiciary. Academic interests are concentrated in the areas of public management reform, government planning and budgeting, and advanced education in public administration.
